New York Governor's Appointment of Lieutenant Governor Held Illegal

As reported in the New York Times, a New York appellate court ruled New York Governor David Paterson's appointment of a lieutenant governor "illegal" because the court "deemed Mr. Paterson had violated the State Constitution."
